Direct Payments

If you would like to take control of your support service instead of having it arranged for you, then direct payments may be for you. You can choose to take all or part of your personal budget to manage for yourself and arrange your own care services. The money you choose to use from your personal budget is called a direct payment.

Direct Payments Payroll Service

Hull CVS on behalf of Hull City Council provides a payroll service to individuals who receive a direct payment for their care needs.

A personal budget is an amount of funding paid to you from adult social care which you can spend on the services and support you need to help you live more independently. You can use the money to buy services from the council, from other providers, or both. You can choose to take all or part of your personal budget to manage for yourself and arrange your own care services. The money you choose to use from your personal budget is called a direct payment.

It may be that employing an agency worker or a personal assistant to support you with your care needs is most appropriate for you. If you do not know who you would like to employ, an organisation called Choices and Rights will provide the help for you. They have a list of personal assistants (PAs) and will help you recruit someone. This will include arranging a DBS check (disclosure and barring service), helping you take up references if you wish, and helping you set up insurance.

Hull CVS provides the part of the package that enables you to be an employer of a personal assistant, but relieves you of the administration of the payroll. Our service includes -

  • calculation of monthly salary payments include PAYE and National Insurance.
  • calculation of other statutory payments including Statutory Sick Pay, Statutory Maternity Pay and Statutory Paternity Pay.
  • paying over of HM Revenue and Customs payments and keeping relevant records in order to process year end returns.
  • production of employee’s payslips and summary sheets for the organisation showing all payments due, including payments to the HM Revenue and Customs.

Disability Access Fund

If you have a 3 or 4 year old child who receives Disability Living Allowance (DLA) they could be eligible to receive a one off payment of  £615 per child per year.

Disability Living Allowance Children (DLA)

Disability Living Allowance (DLA) for children may help with the extra costs of looking after a child who -

  • is under 16
  • has difficulties walking or needs much more looking after than a child of the same age who does not have a disability

Disabled Facilities Grant

You can apply to us for help to adapt your property to make it easier and safer to live in your home. There are various adaptations available, including -

  • stair lifts
  • ramps
  • level access showers

To qualify, the person being considered must have -

  • substantially impaired sight, hearing or speech
  • mental health issues
  • substantial physical disability caused by illness, injury or impairment

Our Occupational Therapist needs to visit and assess your needs in your home. Disabled facilities grants are means tested and funding is potentially available up to £30,000.

Disabled Students Allowance

As a higher education student living in England, you can apply for a Disabled Students’ Allowance (DSA) if you have a disability, including a -

  • long-term health condition
  • mental health condition
  • specific learning difficulty like dyslexia or dyspraxia

You must also -

  • be an undergraduate or postgraduate student (including Open University or distance learning)
  • be studying on a course that lasts at least a year
  • have a condition that affects your ability to study
  • qualify for student finance from Student Finance England

Employment and Support Allowance

You can apply for Employment and Support Allowance (ESA) if you have a disability or health condition that affects how much you can work.

Personal Independence Payment PIP

Personal Independence Payment (PIP) can help with extra living costs if you have both -

  • a long-term physical or mental health condition or disability
  • difficulty doing certain everyday tasks or getting around because of your condition

16 to 19 Bursary Fund

You could get a 16 to 19 Bursary Fund to help with education-related costs if you’re aged 16 to 19 and -

  • studying at a publicly funded school or college in England - not a university
  • on a training course, including unpaid work experience

19+ Learner Support

If you’re aged 19 or over, on a further education course and facing financial hardship, you could get Learner Support.

Learner Support can help pay for things you need to attend your course or study that are not covered by your course fees.

The money could help with, for example -

  • travel costs
  • accommodation
  • materials and equipment
  • a laptop and Wi-Fi
  • childcare with an Ofsted registered childcare provider
