Statutory assessment as part of the EHC process

Hull City Psychological Service is the sole provider commissioned by Hull City Council to carry out statutory psychological work. This is to assess children and young people with Special Educational Needs.

On behalf of the Hull City Council’s SEND Assessment and Review Team we carry out the following statutory duties -

  • providing assessment and written Psychological Advice. We do this as part of an Education, Health and Care (EHC) needs assessment or reassessment of a child or young person (aged 0-25)
  • providing psychological knowledge and opinion at Special Educational Needs and Disability tribunals. We do this for children or young people on behalf of the local authority

As part of this work, our role is to assess children or young people’s Special Educational Needs (in accordance with the SEND Code of Practice) and work with the child or young person and their families and schools to co-construct outcomes to work towards.

We then recommend Special Educational Provision to meet their identified needs. This is written into a report that is sent to the SEND Assessment and Review Team who will then continue to oversee the statutory process.
