Hull City Council's Duties Under Section 19 of the Education Act
Section 19 mandates that local authorities must "arrange for the provision of suitable education for children of compulsory school age who, due to illness, exclusion from school, or other reasons, may not receive appropriate education unless such arrangements are made."
We will -
- implement clear processes and procedures to identify children who cannot access suitable, full-time education
- collaborate with various partners to fulfil our statutory obligations under Section 19 of the Education Act, ensuring children receive suitable, full-time education
- work with partners to identify and support children who, due to illness, exclusion, or other factors, are unable to attend school regularly, helping them access suitable, full-time education
- establish mechanisms to monitor the implementation of Section 19 provisions, including tracking the number of children supported, types of educational provisions offered, and outcomes achieved
- review and consider its duties regarding the enforcement of school attendance as outlined in the 1996 Education Act

- promote inclusivity and equal access to education for all children, regardless of their health status, special educational needs, or circumstances preventing them from receiving suitable education
